This looks like a config file (or ini file) that can be read by python's configparser module. Here's an attempt to comment out a section using python 3 interpreter.

file = 'config.txt'

config = configparser.ConfigParser()
config.read(file)

    config.remove_option(section, k)

npm gets its config settings from the command line, environment variables, npmrc files, and in some cases, the package.json file. See npm help 5 npmrc for more information about the npmrc files.
