Please fill in the full details with all the levels you propose, the criteria for each level, the names of each level, and provide a proposed badge that you like for each level / category. No idea. We are not a huge corporation like stack* with relationships to business partners. I am open to anyone who wants to take the lead on this.

Hmmm. If you want to learn PHP or HTML or Javascript, you don't need a UNIX.COM development environment. You can write JS or PHP or HTML easily anywhere.
