Why not check the modified date of the directory itself? With the assumption that nothing else is going on there (any maintenance to be considered separately), it should represent the last file's arrival. Try

filemtime - Gets file modification time

SYNOPSIS
int filemtime (string $filename) DESCRIPTION
This function returns the time when the data blocks of a file were being written to, that is, the time when the content of the file was changed. PARAMETERS
o $filename - Path to the file. RETURN VALUES
