Come to find out, during initial install you have to install the initial 11.23 Aug patch set first then install the 11.23 Sept patch set to get past this problem. So yeah, had to reload, re-patch and re-patch so now its working. Whereas on 11.31, HP corrected this 11.23 feature with the patch sets.

I'm sharing this in case anybody needs it. Modified from the original solaris pwage script. This modified hpux script will check /etc/password file on hpux trusted systems search /tcb and grep the required u_succhg field. Calculate days to expiry and notify users via email.
