CUPS - SOLVED
The solution was simple and direct. I'm sorry I did not realize it and had to burden you with all my questions....
Rename the existing bad configuration file.
Reinstall CUPS from Synaptic.
Works beautifully. Installed HP 1012, which I had not been able to do, with no problems.

A little background information:
We are a company that uses Sharp MFP devices for everyone to print on.
We have a lot of MAC BYOD devices.
All printing is done through a product called PaperCut which is ran on a Windows 2008 R2 server.

I am running cups 2.0.2 on solaris 11, trying to get CUPS to report the page count of what was printed correctly.
Right now I have the printer configured as post script both on solaris and on the windows box i am printing from.

I'm currently running a CUPS server and it shows the printers on other computers just fine, but after a while they disappear. I found out, that restarting /etc/init.d/cups-browsed fixes the problem (for about 15min).

DESCRIPTION
Net::CUPS is an object oriented interface to the Common Unix Printing System.
Net::CUPS::IPP is an abstraction of the IPP implementation in CUPS.
METHODS
addString
$ipp->addString( $group, $type, $name, $charset, $value );
Implementation of the CUPS C function "ippAddString". Please refer the IPP documenation for its usage.
getAttributes
my @attributes = $ipp->getAttributes();
This method will return an array of all the attributes in an IPP request.
getAttributeValue
my $value = $ipp->getAttributeValue( $name );
Method to return the associated value with method.
getSize
my $size = $ipp->getSize();
Utility to function to acquire the size of the IPP request. This is mainly useful for debugging.
