"sudo" cannot contact the LDAP server it is supposed to. That's quite clear. I'm not sure restarting the ldap client service will affect this sudo implementation. You need to find the non standard sudo configuration file, "sudo.ldap" or similar, maybe under /etc/local and see what is declared here.

I have been able to configure on an AIX 5.2 ldap.cfg so service starts correctly.
but when I try to log on with a windows user after entering the password login hangs and get no response.
I have set it up on Aix 5.3 with no problem but in Aix 5.2 I have not been able to log in.

The heimdal_debug kerberos frameworks have several knobs for controlling logging. The different framework knobs are:
libkrb
The Kerberos library, some gss-api Kerberos output ends up here too
kcm the kcm library (credentials cache, ntlm client)
kdc the kerberos KDC output
digest-service
the digest service (ntlm server)
