A possibility for general purposes:

perl -nle '/(\d+:\d+:\d+)/ and print $1' extra93.file
00:12:25

Or if it needs to be specific to the usercol3 class

perl -nle '/usercol3">(\d+:\d+:\d+)/ and print $1' extra93.file
00:12:25

A less precise alternative sed version:
