sort is a nice idea - add comes before delete when sorted.
If the key field is precisely specified , even sort -u should work
Code:
sort -k 1,1 -u file

Cannot test it right now...might need the second key field to be added...

Write sorted concatenation of all FILE(s) to standard output.
