your 3rd,4th & 5th lines are culprits. Try this:

*filter

-A INPUT --src 172.1.1.1 -j REJECT
-A OUTPUT --dst 172.1.1.1 -j REJECT

-A INPUT -j ACCEPT
-A OUTPUT -j ACCEPT
