Ubuntu Server in VM - DHCP Server not working

Hello.
Doing my first steps in Linux and while trying to configure a DHCP server in Linux i encountered some problems:

TOPOLOGY:

- Laptop with Windows 8.1
- VM Player 12 with Linux installed (Ubuntu Server 14.04)
- ICS-DHCP-SERVER installed and running
- Another LAPTOP conected to a switch to verify IP discover.

The problem i have is that neither my windows or whatever device i connect can receive IP from Linux DHCP server.

VM WARE CONFIGURATION:
I selected bridge mode in the custom configuration: Vmnet0 which is bridge mode.

WINDOWS CONFIGURATION:
- IN DHCP cliente activated i do not receive anything. For test purpose i configured a static IP: 192.168.2.10/24 and the gateway of my router 192.168.2.1.

LINUX CONFIGURATION:
My ethernet card is named eth0.
A) ICS-DHCP-SERVER
editing /etc/dhcp/dhcp.conf i left all lines as they were having:

Since this VM will be my DHCP Server i configured a static IP in my NIC. So editing /etc/network/interfaces i configured:

network 192.168.2.0
broadcast 255.255.255.255
gateway 192.168.2.1

TESTS:
- Having static IP in my Windows and in Linux insidw VM i have ping. - Ping OK against 8.8.8.8 from both machines.
- My windows do not receive IP from VM DHCP Server.
- If i change the configuration from my ETH0 interface and configure it with DHCP instead of static IP, the ICS-DHCP-SERVER does serve an IP correctly.
- Windows with firewall deactivated. No antivirus.
- Ubuntu firewall ufw disabled.
- In summary DHCP Server is not working outside of VM.
I already tried (since nothing works) configuring the network adpater in bridge mode, NAT, and nothing works.

Can somebody help with some idea i am not considering?

I am having trouble starting the DCHP server in a non-global zone that has exclusive access to an interface. dhcpmgr is a graphical user interface which enables you to manage the Dynamic Host Configuration Protocol (DHCP) service on the local sys- tem.
