Longhand, quick and dirty, assumes a string length greater than 3 characters.
OSX 10.7.5, default bash terminal...

Due to ambiguity in the OP's original post this assumes first TWO and last two characters.

what is the sed command to remove the first two characters of every line of a text file?
each line of the text file has the same amount of characters, and they are ALL NUMERIC. there are hundreds of lines though.
for example,

NOTE: Binary -a and -o are inherently ambiguous. Use 'test EXPR1 && test EXPR2' or 'test EXPR1 || test EXPR2' instead.
NOTE: [ honors the --help and --version options, but test does not. test treats each of those as it treats any other nonempty STRING.
