My HP-UX is 11.11
and stores files in
/tcb/files/auth with the various details you are after. The values are stored in seconds since the Epoch (00:00:00 on 1/1/1970)
The problem you will have is that without superuser access, you are not considered trustworthy enough to know this information.
One wonders why you need to know anyway. Can you enlighten us?

I have this user on my /etc/shadow:
mysql:$1$vmw4r078$4.lp6z2s0KJYHKXTuPG2x0:13556:0::12:::
The 5 column is blank. Does it mean the user has no password expiration.

I know maxage value tells the system about password expiration policy.
One of the user's maxage is 5 weeks.But he changed the password long backup at 2008 according to lastupdate value.

DESCRIPTION
These macros are provided for manipulating timeval structures for use with the gettimeofday(2) and settimeofday(2) calls. The structure is
defined in <sys/time.h> as:

timeradd() adds the time information stored in a to b and stores the resulting timeval in res. The results are simplified such that the
value of res->tv_usec is always less than 1,000,000 (1 second).
timersub() subtracts the time information stored in b from a and stores the resulting timeval in res.
timerclear() initializes tvp to midnight (0 hour) January 1st, 1970 (the Epoch).
timerisset() returns true if tvp is set to any time value other than the Epoch.
timercmp() compares a to b using the comparison operator given in CMP, and returns the result of that comparison.
