I think I had a breakthrough when I stopped trying to decode it into linear PCM and let it output a-law or u-law... If you zoom in in Audacity, it looks like audio now -- rational stops and starts, silences at zero with just a little noise, and almost no clipping anywhere. The quality is poor but I think I hear "emergency", and it might clean up with filtering.
I generated it like this, using the same program as before:
I don't think the "a-law" in your configuration structure matters here... ADPCM is neither a-law nor u-law, it replaces it. And it doesn't seem like your structure has the type correct anyway, since G.723 24kbps ADPCM is the only codec willing to touch this.
I hope this helps you. I think this is the best I can do at this point.
