firefox is a way over-complex program for a simple IP/port testing tool.

Can't you just use nc -z like this:

sort -R list | while read -r IP PORT
do
   if nc -z $IP $PORT
   then
       echo "$IP:$PORT tested OK"
   else
       echo "$IP:$PORT FAILED"
   fi
done

or, as you appear to be using the bash shell, you could use the bash built-in /dev/tcp

Code:
sort -R list | while read -r IP PORT
do
   if 2>/dev/null >/dev/tcp/$IP/$PORT
   then
       echo "$IP:$PORT tested OK"
   else
       echo "$IP:$PORT FAILED"
   fi
done

NAME

       dump_socksfc -  Display contents of frozen configuratyion file for SOCKS clients

SYNOPSIS

       dump_socksfc [infile]

DESCRIPTION

       dump_socksfc reads in a frozen configuration file for the SOCKS clients and produces a listing of its contents on the standard output.

       The argument is optional; if omitted, /etc/socks.fc is assumed.

       The  frozen  configuration file is produced by make_socksfc and is essentially the memory image of the parsed configuration file. Using the
       frozen configuration file can reduce the start-up delay of the SOCKS client programs since they no longer have to parse the file contents.

       When the SOCKS client starts, it always looks for the frozen configuration file /etc/socks.fc first . If that file is not  found,  it  then
       tries  to  use  the  plain-text	configuration file /etc/socks.conf. If you use frozen configuration, you must remember to run make_socksfc
       every time after you modify the plain-text file or the SOCKS clients will continue to use the frozen file of a previous configuration.
