Hi clippertm,
Let's use awk instead of grep, try this, it works fine in my cygwin, hope it could work in your cygwin too.

awk '$2~/^4=[0-9]+$/{split($2,a,/=/);if(int(a[2])>=0&&int(a[2])<=2000&&$0~/|3078=/&&!b[$2]){b[$2]++;print $0}}' FS='|' *.txt
