It might have been used by the developer for debugging purposes. There might have been a condition there earlier for debugging and now its been replaced by true.

ok, i know the syntax that goes along with the Shutdown command... but my box never wants to ... well... shutdown.. it only halts, kills all the process's, stalls the comp to a complete stop, but does actually kill the monitor and/or shut off the physical computer. it will reboot properly though,... uusched is the uucp(1C) file transport scheduler. It is usually started by the daemon uudemon.hour that is started by cron(1M) from an
entry in user uucp's crontab file:

OPTIONS
The options are for debugging purposes only. debug-level is a number between 0 and 9. Higher numbers give more detailed debugging infor-
