SSH, SCP and SFTP are all part of the same suite. Your admin would have had to go out of his way to disable one of these programs.
I don't see how it could work at all logging in with a regular user if the authorized_keys file is owned by root, without having to give the password, that is.

I am not very familiar with the use of FTP, and trying to run it I found out that standard "ftp" is not working" but "sftp" is.
If sftp is allowed will that block ftp ? and if so where is this set ?
I thought there is no relationship, is that right ?

Open a channel and initialize the SFTP subsystem. Although the SFTP subsystem operates over the same type of channel as those exported by
