I'm trying to substitute a string with leading zero for all the records except the trailer record using awk command and with variables. The input file test_med1.txt has data like below
And I want to replace 9200 with 09200 and 0401 with 00401
I tried below command but not successfull

-b, --bytes=LIST
output only these bytes
-c, --characters=LIST
output only these characters
-d, --delimiter=DELIM
use DELIM instead of TAB for field delimiter
-f, --fields=LIST
output only these fields; also print any line that contains no delimiter character, unless the -s option is specified
-n with -b: don't split multibyte characters
-s, --only-delimited
do not print lines not containing delimiters
