Format problem while converting text file to csv

I have a text file that is the output of a Netbackup report. The file it generates is just a plain text file with only white space between fields. For example:

I am trying to check each line and based on first two digits, the comma needs to be place. I checked in the earlier post where the text is converted to csv with a tab delimited.

py_xls2csv - convert an Excel xls file to a comma separated value csv file SYNOPSIS
py_xls2csv input-file DESCRIPTION
This manual page was written for the Debian distribution because the original program does not have a manual page. py_xls2csv takes an Excel xls file as an argument and converts it to a comma separated value csv file.
