When you chain them like that, it seems that, if && is false or || is true, it skips one and goes to the next, so you get this:
I have no idea why they had || : there. : is a special command which does nothing. I'm guessing there used to be a command there, which someone tried to delete without deleting the ||, causing a syntax error. So they "fixed" it by putting : in its place.
Probably a simple one.

delete-domain [--terse=false] [--echo=false] [--domaindir install_dir/domains] domain_name
delete-domain deletes the specified domain. The domain must already exist and must be stopped. This command is supported in local mode

OPTIONS --domaindir directory where the domain is to be deleted. If specified, path must be accessible in the filesystem. If not speci-
