Hello MichaelFelt/Kah00na,

Thanks for your replies. The issue has been solved.

1) First I've uninstalled the printer language filesets.
2) 2nd I have uninstalled the UUCP fileset(Broken), idendified this fileset was broken due to the UUCP id wasn't present in the server, so I've created that id and installed the UUCP base version(bos.net.uucp 6.1.6.0 ) from the base media and then installed the latest version( bos.net.uucp 6.1.8.0). Now the issue got solved and my AIX got upgrated to TL8 successfully.
Code:
Before upgrading :
bos.net.uucp 6.1.8.0 (BROKEN)

After upgrading from the base media :
  root@[/retail/AIX/uucp]# lslpp -l bos.net.uucp

  Name Level Part Event Result
  -------------------------------------------------------------------------------
  bos.net.uucp 6.1.6.0 USR APPLY SUCCESS
  bos.net.uucp 6.1.6.0 ROOT APPLY SUCCESS

After update to the latest one :

  root@[/retail/AIX/uucp]# lslpp -l bos.net.uucp
    Fileset Level State Description
