Can anyone please explain me in detail how this command works

The above command I got it from this forum, but unable to implement it as I am not getting how this works
I have two files abc.txt and xyz.txt
abc.txt
Code:
1,2,3,4
5,6,7,8
9,0,1,2
xyz.txt
2,1
6,2
2nd column of first file should be compared with 1st column of second file, it match is found, 4th colmn of first file should be updated with the second column of the second file
Output should be
Code:
1,2,3,1
5,6,7,2
9,0,1,2
Please provide me command and explaination.

I would like to know how to compare two files and replace non-matching lines with "_" .
I can get non-mathing lines with
grep -v -f file1 file2
i just want to knw how to display 'file2' with non-matching lines from 'file1' replaced by "_"
for exmaple

Graphics::Primitive::Insets - Space between things
DESCRIPTION
Graphics::Primitive::Insets represents the amount of space that surrounds something. This object can be used to represent either padding
or margins (in the CSS sense, one being inside the bounding box, the other being outside)
SYNOPSIS
use Graphics::Primitive::Insets;
my $insets = Graphics::Primitive::Insets->new({
top => 5,
bottom => 5,
left => 5,
right => 5
});
METHODS
Constructor
new Creates a new Graphics::Primitive::Insets.
Instance Methods
as_array
Return these insets as an array in the form of top, right, bottom and left.
bottom
Set/Get the inset from the bottom.
equal_to
Determine if these Insets are equal to another.
left
Set/Get the inset from the left.
right
Set/Get the inset from the right.
top Set/Get the inset from the top.
zero
Sets all the insets (top, left, bottom, right) to 0.
