Here is a solution using awk:

~/unix.com$ awk 'int(100*rand())%5<1' file

5 and 1 are the parameters you want to modify here : 1/5 = 20% in this example

To be more specific in your requirements:

~/unix.com$ awk 'int(101*rand())%100<value' value=20 file | while read line; do echo "command $line"; done

Set value=... to get ...% of lines
