That sed solution might not work if your real data has strings within the pipes. Try:

awk '{while(gsub(/[|]/,"&")!=3 || $0 ~ /[|]$/){getline p;$0=$0 p}}1' file

Blank lines in input will be removed by this. If you want to retain them, use:

awk -F\|  'NF{while(gsub(FS,"&")!=3 || $0 ~ /[|]$/){getline p;$0=$0 p}}1' file

Also, I hope that the last field value is not null.
