I you cant tell us what processes, we cant give you answers...
When the system is the cause, without correct information of the model, system configuration ( CPUs, memory, kernel parameters, swap config, using LVM/JFS? what JFS paramaters are set etc...) you cant give a pertinent answer and if application, only application team can help you... If system, knowing the configuration of the system, we can help you only if you can diagnose correctly the cause, in other words the least would be describing correctly what is happening, when, how long, and how systematic...

System FreeBSD.
Issue: I see that system idle = 0% in the same time top and other commands show that all process eat 0% of cpu.
System calls 98%
CPU states: 7.9% user, 0.0% nice, 91.8% system,<==!!!
But top does not show any process which eats more than 0%

Hello Friends,
On one of my Solaris 10 box, CPU usage shows 100% using "sar", "vmstat". However, it has 4 CPUs and prstat and glance are not showing enough processes to justify high CPU utilization.

jfs_logdump(8) JFS utility - journal log dump jfs_logdump(8)
NAME
jfs_logdump - dump a JFS formatted device's journal log
SYNOPSIS
jfs_logdump [ -a ] device
DESCRIPTION
jfs_logdump dumps the contents of the journal log from the specified JFS formatted device into output file ./jfslog.dmp.
device is the special file name corresponding to the actual device from which the journal log will be dumped (e.g. /dev/hdb1 ).
jfs_logdump must be run as root.
OPTIONS
-a Dump the entire contents of the journal log instead of just the committed transactions since the last synch point.
EXAMPLE
Dump the entire JFS journal log from the 3rd partition of the 2nd hard disk into ./jfslog.dmp:
jfs_logdump -a /dev/hdb3
