Issues with squid

Hello,

I have been trying to setup the following squid configuration

but every time I get to start squid I get the following error-

Googling doesn't help much cos all previous issues like this have been with either videocache or squidguard, both of which I am not using here..

The cache manager ( cachemgr.cgi ) is a CGI utility for displaying statistics about the Squid HTTP proxy process as it runs. The cache man- ager is a convenient way to manage the cache and view statistics without logging into the server. CONFIGURATION
