You want the new value to persist in the calling function, then you need to use pointers for shiftDesc.

Code:
int *shiftDesc,
...
*shiftDesc = *shiftDesc + 4

fprintf(..., *shiftDesc, ...);

call it using &shiftDesc (read as: "The address of"): prValue_vd(..., ..., ..., &intval, ...);
