Good point.... but I'm not following you completely. If you are talking system administration, then the approach seems to be "tools of the trade" versus "project" related; since admins have various "tasks" do to that require "tools" versus "projects" which sound like building an "application".

Most system admins don't build complete applications; the seem together applications along with various tools to administer and monitor the systems in their domain.
