It's a three step algorithm and it works fine.
Please post the code which matches the algorithm and show an example of input data, output data and a brief explanation of the process.
Where does heuristic fit into this context?
Bte. Is "Tape" a German word for something technical in computers? If so, what does it mean in English?

gif2tiff
gif2tiff(1) User Commands gif2tiff(1)
NAME
gif2tiff - create a TIFF file from a GIF87 format image file
SYNOPSIS
gif2tiff [options] input.gif output.tif
DESCRIPTION
gif2tiff converts a file in the GIF87 format to TIFF. The TIFF image is created as a palette image, with samples compressed with the Lem-
pel-Ziv and Welch algorithm (Compression=5). These characteristics can be overridden or explicitly specified with the options described
below.
OPTIONS
The following options are supported:
-c Specify a compression scheme to use when writing image data:
-c lzw Lempel-Ziv and Welch algorithm. This is the default algorithm.
-c none No compression.
-c packbits PackBits compression algorithm.
-c zip Deflate compression algorithm.
-r Write data with a specified number of rows per strip. By default, the number of rows per strip is selected so that each
strip is approximately 8 kilobytes.
OPERANDS
The following operands are supported:
input.gif The name of the input file that contains GIF87 data.
output.tif The name of the output file that contains TIFF data.
