$1 refers to field 1. awk read line by line and on every line it stores the increments the counter of C[$1]. For example if we take you input file:
1,3000,5000 | C[1]=1 |
1,4000,6000 | C[1]=2 |
2,4000,600 | C[2]=1 |
2,5000,700 | C[2]=2 |
3,60000,4000 | C[3]=1 |
4,7000,7777 | C[4]=1 |
5,999,8888 | C[5]=1 |
After awk rereads the file (then NR!=FNR, so the first part is skipped)
1,3000,5000 | C[1]==2 | not printed |
1,4000,6000 | C[1]==2 | not printed |
2,4000,600 | C[2]==2 | not printed |
2,5000,700 | C[2]==2 | not printed |
3,60000,4000 | C[3]==1 | printed |

C[$1]==1 means "if C[$1] equals 1". In this case there is no {...} action part after this condition, so the default action is performed, which is
{print $0}

Hello, I'm trying to delete duplicates when there are more than 10 duplicates, based on the value of the first column.
e.g.
a 1
a 2
a 3
b 1
c 1
gives
b 1
c 1
but requires 11 duplicates before it deletes.

DROP TABLE - remove a table
SYNOPSIS
DROP TABLE name [, ...] [ CASCADE | RESTRICT ]
INPUTS
name The name (optionally schema-qualified) of an existing table to drop.
CASCADE
Automatically drop objects that depend on the table (such as views).
RESTRICT
Refuse to drop the table if there are any dependent objects. This is the default.
OUTPUTS
DROP TABLE
The message returned if the command completes successfully.
ERROR: table "name" does not exist
If the specified table does not exist in the database.
DESCRIPTION
DROP TABLE removes tables from the database. Only its owner may destroy a table. A table may be emptied of rows, but not destroyed, by
using DELETE.
DROP TABLE always removes any indexes, rules, triggers, and constraints that exist for the target table. However, to drop a table that is
referenced by a foreign-key constraint of another table, CASCADE must be specified. (CASCADE will remove the foreign-key constraint, not
the other table itself.)
NOTES
Refer to CREATE TABLE and ALTER TABLE for information on how to create or modify tables.
