I would like to remove some lines from begining of file (header) and some lines from end of file (footer).
The header/footer lines generated by web-browser when the user upload a file to my webserver.

I have a '~' delimited file of 6 - 7 million rows. Each row should contain 13 columns delimited by 12 ~'s. Where there are 13 tildes, the row needs to be removed. Graphics::Primitive::Insets - Space between things
DESCRIPTION
Graphics::Primitive::Insets represents the amount of space that surrounds something. This object can be used to represent either padding
or margins (in the CSS sense, one being inside the bounding box, the other being outside)
SYNOPSIS

as_array
