Have you tried using one of the clients supplied with mosquitto? If they work then you know the problem is with your own client.

enchant_broker_describe - Enumerates the Enchant providers

SYNOPSIS

Enumerates the Enchant providers and tells you some rudimentary information about them. The same info is provided through phpinfo(). PARAMETERS
