How many concurrent connections are you trying to establish to your AIX box? 500 all at one time? When you see the timeout errors, do you think it is because of an actual duration of time is being exceeded, your sshd is kicking you off, could it be a connection issue from the client side, or your sshd just isn't accepting enough connections? I'm pretty sure the sshd on AIX will not accept a large number of simultaneous connections at one time in an effort to protect itself from a DOS attack. It was previously discussed here:

I search the way to limit, for a group on a AIX 5.3, one telnet session by user (Simultaneous).
I search a lot in /etc/security but the only way found is with the pam authentication that i not use.
No solution found also in smit menu...

pam_allow - PAM authentication, account, session and password management PAM module to allow operations
SYNOPSIS
pam_allow.so.1
DESCRIPTION
The pam_allow module implements all the PAM service module functions and returns PAM_SUCCESS for all calls. Opposite functionality is
available in the pam_deny(5) module.
Proper Solaris authentication operation requires pam_unix_cred(5) be stacked above pam_allow.
The following options are interpreted:
debug Provides syslog(3C) debugging information at the LOG_AUTH | LOG_DEBUG level.
ERRORS
PAM_SUCCESS is always returned.
