What means a lot i see only 17 % but 17% of what ?
What is your server type - model?
Which procesor type /speed ?
What is your lpar entailment and virtual CPUs?

some other views could be usefull like vmstat 1 10 /lparstat 1 10

I also see that your server is idle from where come this concern for 17% CPU usage ?

Did you tried to change nice value of process ?

I am running a Dell PE R815 with 4 x AMD 12 core CPUs with 128GB of RAM and a RAID 5 array of 6 SAS disks. I have created one script and i have added it into cron to run after 10 mins.
