Is there a valid reason why you cannot use 25 symbolic links instead of 25 copies of the same file? Think of the disk space you can save in a week.
Only reason I can think of not to us ln: if each file gets overwritten or edited by different users?
Otherwise you will have to create 25 processes to speed up copying. One for each destination. This is a LOT of possibly needless I/O.

A datafile containing lines such as below needs to be split:

I need to get the 2-5, 11-20, and 35-40 characters and I can do it via cut command.

the above command pulls out information in the datafile. the information it pulls is from the date specified to the end of the file.
