Help with replace line based on specific pattern match

My purpose is to replace the whole line with empty content when found that column 4 is "detail".
Thanks for any advice.
I need to replace the line containing "STAGE_DB" with the line
"STAGE_DB $DB # database that contains the table being loaded ($workingDB)"
Here $DB is passed during the runtime.
How can I do this?

Padre::Document::Perl::Starter - Starter module for Perl 5 documents
DESCRIPTION

create_script

create_module
