Select  COLUMN_NAME,
          DATA_TYPE
From ALL_TAB_COLUMNS
Where      TABLE_NAME = 'TABLE_X'
         And COLUMN_NAME = 'INSERT_DATE';

If it is CHAR/VARCHAR2, you need TO_CHAR(sysdate,'dd/mm/yyyy')
