Not a hardware TTY terminal, Just in the local amulated terminal(ALT+Fn).
What do you mean by a VGA card? I am using a x86 pc with a intel integrated video card on my mother board.
I installed a game supertux, but it said: Couldn't initialize SDL: No available video device. But it can run in X.
I saw some distros display a pixel based and colored penguin on the top left corner of a terminal. And I think this is related with my question.
Does this mean half termial and half raw graphics mode?(please ignore qemu and outside X)

Whether it can be called a terminal or not, what I want just a game like the picture shows below that can run without X.
