I get the below error in my aix box. Im not sure if this is an AIX issue or a TWS issue. Please advice me

I need a clarification.
Is there any difference between AIX box and Sun Solaris box?
The bzip command with -c option works in AIX box and the same does not work in Sun Solaris box.

pam_issue.so [noesc] [issue=issue-file-name]
DESCRIPTION
pam_issue is a PAM module to prepend an issue file to the username prompt. It also by default parses escape codes in the issue file similar
to some common getty's (using x format).
Recognized escapes:
