Can anybody give some advice?

Hello, i am bit stuck with making script for automatic procedure.
Case:
Two files. One is flat file, other is csv file.
csv file has two column/fields with comma delimited data.
Here is what i need (explained way)
CSV file:
field1 | field2
"hello","byebye"

Wondering how this could be accomplished........
a directory contains sequentially numbered files from fw01 to fw999.
How would I insert an additional zero so that the directory lists these files in a proper manner?

I need to be able to take the results from ls -l command and modify the output as follows:
I will run
ls -l *.mak
My results will be
aa.mak
bb.mak
cc.mak
I then need to take those results and create a file that has the following info:
dsjj/ubin/aa

I am trying to use awk to find all the $2 values in file2 which is ~30MB and tab-delimited, that are between $2 and $3 in file1 which is ~2GB and tab-delimited.

RoPkg::Simba::Commands is a class used to count and get the commands from the database.

new()
The class constructor. At this moment, it just calls RoPkg::DBObject->new() . Please read the RoPkg::DBObject manual page for more
information about the new() parameters.
Count($fields)
Returns the number of commands from database. The $fields parameter contains a list of WHERE clauses. For more details of $fields see
SQL::Abstract.
Get($fields, $orderby)
Returns a array of RoPkg::Simba::Command objects. The commands are read from the database. The $fields parameter contains a list of WHERE
clauses. For more details of $fields see SQL::Abstract. $orderby is a reference to a array holding the fields specification used for
sorting the data.
