How important is programming in the IT field?

I'm currently designing a degree plan that I hope will involved something with IT. I already have an two year degree that covers the basics of networking but I think that it would help to know some type of programming. I'm thinking of learning database programming but I'm not sure that's a direction that I should go. I don't plan on becoming a programmer though as it's not what I'm interested in. I'm not a big fan of programming to being with so I'm not even sure I should be thinking about it.I need some information about website templates and joomla templates. What is your opinon about this if i want to learn CSS and Joomla as well.
