or you change like these..
you must check your pam configuration files.
and be sure in line in su and sshd file.
and must require system-auth file in below lines for authentication.
of course this files can be as variants for auth issues.

This module can be used to deny access. It always indicates a failure to the application through the PAM framework. It might be suitable
