$home is not going to be set for you by cron replace this with a proper path.

I doubt you are trying to ONLY cd into a particular directory with your cron job.
perhaps you were after something along the lines of this cd /home/oracle_user; /origin/testdir/insert_to_table.ksh

Also not is't probably best to not call ksh from the cron job just put #!/bin/ksh on the 1st line of your insert_to_table.ksh script
