Where would the actual physical display be? If the user has to run X on an actual physical display, that almost certainly requires root access since the X Windows server needs to access the display in ways that almost certainly need root access.

If you need to have the display appear at a remote console, that's easier, but you'll still need the appropriate X Windows client libraries available somewhere, but you should be able to do that without root access.
