I'm not an awk-expert (clearly not :-) ), but this is close.
There's just the part where one of the input files can be "key1 =value2_1_2" (with that whitespace), or "\tkey2 =value2_2_2", .. that does't match the pattern here.

DESCRIPTION
Rake is a simple ruby(1) build program with capabilities similar to the regular make(1) command.
Rake has the following features:

to worry about (is that a tab or a space?).
o Users can specify tasks with prerequisites.
