This will sort based on the second column, and the first if the second is equal
Code:
perl -e '@lines = <>;
print sort {
    ( $aa, $ab ) = ( $a =~ /^(\d+)\t(.*?)\t/ );
    ( $ba, $bb ) = ( $b =~ /(^\d+)\t(.*?)\t/ );
    $ab cmp $bb || $aa <=> $ba
} @lines;
' yourfile
