Remove the files that have less than certain lines

Hi all,

I'm a newbie and I'm sorry if my question is too simple.
I'm having problem to delete the files that have less than certain lines, say 16.

Code:
#!/bin/tcsh
set filen = `sh -c 'ls *csv 2> /dev/null'`
foreach fil (${filen})
      if [[ `wc -l ${filen}` < 16 ]]; then
         rm -f ${filen}
      fi
end
exit

here's the error message:
Code:
16: No such file or directory.

The "Locale::Codes::LangFam" module provides access to standard codes used for identifying language families, such as those as defined in ISO 639-5. Most of the routines take an optional additional argument which specifies the code set to use. If not specified, the default ISO 639-5 language family codes will be used. SUPPORTED CODE SETS
There are several different code sets you can use for identifying language families. A code set may be specified using either a name, or a constant that is automatically exported by this module.
