when users ftp to server the timezone reflected is UTC but the server is set to TZ in localtime

Guys,

Need your help coz my server runs in local time GMT +8, but when client use ftp and login, the resulting timestamp seen in each file is in UTC format. We need to set that the time should be the same as GMT +8 when in ftp session.
I am using RHEL 5.3.

dat_handle Handle for a DAT Object. handle_type Type of the handle of dat_handle. DESCRIPTION
The dat_get_handle_type() function allows the Consumer to discover the type of a DAT Object using its handle. The dat_handle can be one of the following handle types: DAT_IA_HANDLE, DAT_EP_HANDLE, DAT_EVD_HANDLE, DAT_CR_HANDLE, DAT_RSP_HANDLE, DAT_PSP_HANDLE, DAT_PZ_HANDLE, DAT_LMR_HANDLE, or DAT_RMR_HANDLE.
