Most HMCs are xSeries PCs and have light path diagnostics. You need to look at the associated xSeries maintenance manual or on some outside the cover, some inside, there should be an LED fault panel and a description chart telling you what the lights on the panel mean.

It may have lost a PSU, fan, memory dimm, Etc.

Or you should be able to check the serviceable events logged by the HMC, or maybe there is an entry in the messages file.

fence_lpar - Fence agent for IBM LPAR DESCRIPTION
fence_lpar accepts options on the command line as well as from stdin. Fenced sends parameters through stdin when it execs the agent. fence_lpar can be run by itself with command line options. This is useful for testing and for turning outlets on or off from scripts. PARAMETERS
