df sums up the physically used space for each partition, not for a directory. No data in a mount is counted against the parent, but only against that partition. So if you remove a file from /else it won't affect the root partition since they are physically separate.

addpart - tell the kernel about the existence of a partition SYNOPSIS
addpart device partition start length DESCRIPTION
addpart tells the Linux kernel about the existence of the specified partition. The command is a simple wrapper around the "add partition" ioctl. This command doesn't manipulate partitions on a block device. PARAMETERS
